Environment and Land Information System: an effective tool for “one-stop-shop” administrative mechanism
ELIS thematic group – SEMLA Program has held an occasion to announce the detailed design and prototype version for ELIS (Environment and Land Information System) under the SEMLA framework. In this workshop, ELIS thematic group has received contribution idea from national and international experts. Participants of this ELIS thematic group are: Information Center (CIREN), Center of Land Use Inventory and Planning (CoLIP) and Vietnam Environmental Protection Agency (VEPA).
The group of experts has demonstrated four main modules: Module for Process and Document Management (PMD), Module of Land registration and Land Use Certificate Issuance (LRC), Module of Land Changes Registration and Module of Hotspot management (HPM).
A remarkable feature is that ELIS is not only a system to manage information and data already processed but also to manage all related information through out the process of documents. With open and flexible system, Department of Natural resources and Environment of provinces are easy to manage all professional tasks through out the computer system. ELIS supports to process quickly, accurately information as well as to monitors all steps carrying out on the information process. The system will supply information for leaders to manage and to operate their system; will supply information for people about the progress of documentation process; will supply tools for document-process officers via Intranet and Internet.
The system design of ELIS are updated with the changes and modification in the Land Law and Decree 84, the Environmental Protection Law recently issued as well as the practical demand at local level. ELIS thematic group has introduced the working flow for Land Use Right Certificate Issuance in ELIS. The system supports people to apply all needed papers in the “one-stop-shop” (where all guidance and instruction are already available for people and officers). Then all data are archived in the system and transferred to several needed technical divisions. The next step is preparation for the final signature and Land Use Right Certificate issuance. Then it will be transferred back to the “one-stop-shop” to finally delivery products to people.
Whole process will be carried out on one or many computers by one or many officers. However, a certain officer only can access to the system with certain rights to protect the security of the system. Managers or leaders could have all rights to manage the system, so that they can know for a specific application, for a specific applicant where those documents are and who process on. This ability will allow managers answering the questions that where is bottleneck in this system, why the application is overdue, and where problems are. Therefore, this will be an efficient tool to monitor staff without any formal and official reports.
Similarly to the process on management of land change registration and land mortgages, this system allows users integrating history information of land parcel before and after the changes and mortgages taken in place. Other advantage is that the system allows local agencies updating land use changes without digital cadastral maps.
The ELIS developing group also introduced the hotspot environmental management by using basic map (topographic or cadastral map); in which there are two integrated layers. The first layer is information about the assessment of pollution by integration of 5 kinds of hotspot (following the Decree 64) such as production bases, hospitals, populated areas, industrial zones, export processing zone… and could be added other kind of hotspots if there is changes in the Law. At a certain hotspot, the system allows user integrating and searching (i) data of environmental monitoring results with the latest version, (ii) the situation of obeying the Environmental Protection Law, (iii) reports on solid waste management, and hazardous waste. In resulting, user can prepare a polluted assessment report base on a specific standard report (users can design by themselves). Base on this, user can build up a formula to assess hotspot. The second layer is hotspot management and hotspot mapping.
According to ELIS Group Leader, it is oriented to build up ELIS as a uniform system which manages information and integrates data of all sectors within the State management domain on natural resources and environment. Beneficially, ELIS supports strongly the administrative reform process, saves budget for basic data survey, and facilitates data sharing within and outside of natural resources and environmental sectors while ensuring the safety, accurate and security in information management decentralization process.
